Blistering on a Leaf

When leaves get blisters on them that remind me of cancer-like structures, I ask the question, is this an uncontrolled growth disorder? It fascinates me that particular leaves show them. Areas of disturbed cell growth are covered with scab-like odd-shaped cells. In this case, the disturbance is easier to see with the naked eye than with the microscope. The disturbance appears only to occupy part of the surface of the tissue.
