At this stage the biofilm is a thick coat of gel-like biofilm covering the water. Actually, when I take the water sample, I break the consistency of the film. So in the sample jar, the film is a lot denser. The protists find their motion impaired by the film, but they are also immersed in nutrients. Eventually, of course the density of film will go down as the bacteria are consumed by the massive protist presence (in my images you can only see the bacteria as very small dots).
